The easiest way of doing this is using Nexus Mod Manager. Open Cities has made NPC's disappear in Riften - posted in Skyrim Mod Troubleshooting: I installed this mod and the music from outside was playing over the music in the cities, so I deleted it because it seemed rather glitchy.
All users will need to update to this build in order to use OBSE v0017 and later.
